Student Cultural Programming Fee: Funding Guidelines
For 2007-2008
The purpose of the Student Cultural Programming Fee is to provide direction and allocation of resources for culture-specific programming for African American, Asian American, Latina/o, and Native American programs and activities. The goal is to advance further cultural awareness, encourage diversity, educate the greater community as a whole, and provide a forum for the development, exploration, and improvement of cultural programs.
I. Applicant Eligibility
- Anyone (individual, organization, department, program) currently affiliated with the University of Illinois at Urbana-Champaign may apply for funding from the Student Cultural Programming Fee. However, preference will be given to student and student organization applications.
II. Funding Guidelines
- Programs must meet the purpose of the Student Cultural Programming Fee as stated above.
- Programs or events must be free to University of Illinois students, faculty and staff and be presented within the academic year.
- Requests for speakers or performers must include biographical and/or press release information or vita.
- Requests for professional entertainers more than $2500 (performance fee plus expenses) must be co-sponsored by Assembly Hall, Krannert, StarCourse, or Illini Union Board (Student Code Section 2-507). Requests for exception must be made to the Coordinating Committee on Entertainment Events.
- Please be aware that any entity (e.g., entertainers, caterers, etc.) the does business with the University is required to have adequate insurance coverage to protect both the vendor and the University in the event of a liability claim. Please see Campus Risk Management for further details.
- Requests for more than $3,000 require unanimous approval of all voting members present.
- Priority will be given to future events rather than events that have occurred prior to review deadlines. However, events which have occurred in the past will be considered pending available funds.
- The Student Cultural Programming Fee has limited resources and 100% full funding is rare. The cultural fee allocation committees encourage applicants to seek funding from other sources also. Applications that have indicated other sources of funding will receive greater consideration.
- All advertisements, flyers, brochures, newsletters, etc. paid for by the Student Cultural Programming Fee must have printed on them the following phrase: PAID FOR BY THE STUDENT CULTURAL PROGRAMMING FEE. Failure to do so may result in the withdrawal of funding. If a decision on publicity needs to be made before the allocation decision is made, it is recommended that you print PAID FOR BY THE STUDENT CULTURAL PROGRAMMING FEE on the materials.
III. Funding Restrictions
What the Student Cultural Programming Fee will not fund includes, but is not limited to:
- Strictly social events and dances
- Gifts (any form of recognition)
- Food unless integral and culturally relevant to the program
- Events that are proselytizing in nature
- Closed events
- Students' expenses to attend conferences
- Student travel
- Postage
- Publications/printing not also in English
- Political endorsements
- Expenses for fund raisers
- Equipment purchases
- Wages, or salaries
- Events held off-campus (beyond walking distance) will not likely be funded.
IV. Application Procedures
- Funding requests will be accepted on an announced schedule.
- Applications must be completed online through the Office of the Dean of Students website. The SCPF online application can also be accessed through the African American Cultural Center, Asian American Cultural Center, La Casa Cultural Latina, and Native American House websites.
- Only one application for an event will be considered. However, multiple sponsors or applicants can be listed on the application. This does not apply to re-application or an application for additional funding.
- Please be sure to fill out the application form completely. Incomplete applications may require additional questions, which can cause delays in allocation decisions. You should attach any other relevant documents that you believe will help the Allocation Committees in their review. Submitting a detailed budget for your event is especially important.
- Submit applications by 5:00 pm on the deadline date. Late funding requests may be reviewed after all other requests have been processed.
- It is in your best interest to attend the Student Cultural Programming Fee Allocation Committee meeting(s) to which you have applied. There, you will be able to clarify and answer questions about your application. Each Student Cultural Programming Fee Allocation Committee's (i.e., African American, Asian American, Latina/o, and Native American) meeting times and locations will be available when the application is resubmitted.
- The Student Cultural Programming Fee Allocation Committees will make recommendations for funding. The Student Cultural Programming Fee recommendations will be submitted to the Dean of Students for final approval. Funding is not guaranteed because it is not officially allocated until the Dean of Students has given final approval. Any commitments made by the applicant prior to final approval are at the risk of the applicant. Reconsideration and questions should be addressed to the Student Cultural Programming Fee Allocation Committee(s) to which you have applied.
- Funding Disbursement Forms MUST be submitted within 30 days of the funded event. PLEASE NOTE: Receipts turned in beyond 30 days risk having federal/state taxes deducted from the reimbursements!
- Processing of receipts will not occur until a final report of the event for which resources have been allocated has been submitted, along with copies of all publicity and original receipts. Payment in advance for necessary expenses may be possible. Consult with the Office of the Dean of Students for further information.

VI. Submission Deadlines and Meetings
The Student Cultural Programming Fee Allocation Committees will meet regularly during the academic year to consider applications for funding. The schedule of submission deadlines and subsequent allocation meetings are listed below. The completed application should be submitted before the deadlines listed below. Applicants are strongly urged to attend the allocation meeting when their application will be reviewed.
